And, those that did exist, seemed very open-ended and more like the blank book I was already using. I looked for a journal or format to meet my needs and discovered there were many different versions of observer’s logs, but almost no journal books for astrophotographers. In the paragraphs I wrote, it was difficult to consistently find the information I needed for planning follow-up sessions and time consuming to search the pages for it. But my oversimplified answer is that if we're talking about a legit publication but not a super prestigious high budget one, something around $200 for a 1/4 page (maybe 400 for a full page) is about right. Since the magazine didn't say anything about price yet, I'd say it's your move to start with maybe a bit more than you'd think (maybe start with Getty).

If they're not clear on the usage I'd cut my losses. Most magazines will probably want it for print and web usage. Also make sure the rights to the photo are limited to that story. But if you're new to this, the best thing you can do is to start somewhere on a price and not get ripped off. Plenty to learn here if you're hoping to do more similar work in the future. But I doubt a regional magazine would pay the Getty quote for a photo of a local event or something. If we're talking about Vanity Fair wanting to purchase something from an expensive fashion shoot, the Getty calculator might even be low.

I think the Getty calculator misses some nuance about the type of magazine and photo. But I work at a fairly well known magazine (not a super high end fashion magazine or anything) and it's quite a bit higher than what our typical stock rate is, and photographers are almost always happy with our rates.
